(a) The training and qualification for roadway workers assigned the duties of watchmen/lookouts shall include, as a minimum, consideration of the following factors: (1) Detection and recognition of approaching trains. (2) Effective warning of roadway workers of the approach of trains. (3) Determination of the distance along the track at which trains must be visible in order to provide the prescribed warning time. (4) Rules and procedures of the railroad to be used for train approach warning. (b) Initial and periodic qualification of a watchman/lookout shall be evidenced by demonstrated proficiency.
