(a) The provisions in this section are required to facilitate FHWA's efforts to compile data on Federal-aid contracts for the establishment of highway construction usage factors. (b) On all Federal-aid construction contracts of $1 million or more for projects on the National Highway System, the STD shall require the contractor: (1) To become familiar with the list of specific materials and supplies including labor-hour and gross earning items contained in Form FHWA-47, ``Statement of Materials and Labor Used by Contractors on Highway Construction Involving Federal Funds,'' prior to the commencement of work under this contract; (2) To maintain a record of the total cost of all materials and supplies purchased for and incorporated in the work, and also of the quantities of those specific materials and supplies listed on Form FHWA- 47, and in the units shown; and (3) To furnish, upon the completion of the contract, to the STD on Form FHWA-47 both the data required in paragraph (b)(2) of this section relative to materials and supplies and a final labor summary for all contract work indicating the total hours worked and the gross earnings. (c) Upon receipt from the contractor, the STD shall review the Form FHWA-47 for reasonableness and promptly transmit the form to the Division Administrator in accordance with the instructions printed in the form.
