    The Federal Highway Administration's (FHWA) policy is to provide a 
safe and efficient National Network of

highways that can safely and efficiently accommodate the large vehicles 
authorized by the STAA. This network includes the Interstate System plus 
other qualifying Federal-aid Primary System Highways.
