Sec.  4.6  Discretionary release of exempt records.

    The Commission may, in its discretion, release requested records 
despite the applicability of the exemptions in Sec.  4.5(a), if it 
determines that it is in the public interest and that the rights of 
third parties would not be prejudiced.
