  Subpart D_Consistency for Activities Requiring a Federal License or 
                                 Permit
 
Sec. 930.52  Applicant.

    The term ``applicant'' means any individual, public or private 
corporation,

partnership, association, or other entity organized or existing under 
the laws of any nation, State, or any State, regional, or local 
government, who, following management program approval, either files an 
application for a required individual federal license or permit, or who 
files a consistency certification for a required general federal license 
or permit under Sec. 930.31(d) to conduct an activity affecting any 
coastal use or resource. The term ``applicant'' does not include Federal 
agencies applying for federal licenses or permits. Federal agency 
activities requiring federal licenses or permits are subject to subpart 
C of this part.
