(a) The Secretary provides grants or cooperative agreements for one or more centers that demonstrate the retraining of dislocated workers. (b) Each center funded by the Secretary must be designed and operated to provide for the use of appropriate existing Federal, State, and local programs and resources. (c) Each center may use funds to provide for-- (1) The recruitment of unemployed workers; (2) Vocational evaluation; (3) Assessment and counseling services; (4) Vocational and technical training; (5) Support services; or (6) Job placement assistance.
