Sec. 657.20 How does the Secretary evaluate an institutional application for an allocation of fellowships? (a) The Secretary evaluates an application for an allocation of fellowships on the basis of the quality of the applicant's Center or program. The applicant's Center or program is evaluated and approved under the criteria in Sec. 657.21. (b) In general, the Secretary awards up to 140 possible points for these criteria.
