              Subpart A_Determining How to Follow This Part
 
Sec. 1051.10  What main steps must I take to comply with this part?

    (a) You must get a certificate of conformity from us for each engine 
family before you do any of the following things with a new vehicle or 
new engine covered by this part: sell, offer for sale, introduce into 
commerce, distribute or deliver for introduction into commerce, or 
import it into the United States. ``New'' vehicles or engines may 
include some already placed in service (see the definition of ``new'' in 
Sec. 1051.801). You must get a new certificate of conformity for each 
new model year.
    (b) To get a certificate of conformity and comply with its terms, 
you must do five things:

    (1) Meet the emission standards and other requirements in subpart B 
of this part.
    (2) Perform preproduction emission tests.
    (3) Apply for certification (see subpart C of this part).
    (4) Do routine emission testing on production vehicles or engines as 
required by subpart D of this part.
    (5) Follow our instructions throughout this part.
    (c) Subpart F of this part describes how to test your engines or 
vehicles (including references to other parts) and when you may test the 
engine alone instead of the entire vehicle.
    (d) Subpart G of this part and 40 CFR part 1068 describe 
requirements and prohibitions that apply to manufacturers, owners, 
operators, rebuilders, and all others. They also describe exemptions 
available for special circumstances.
