    (a) Parts 86 and 1065 of this chapter describe procedures and 
equipment specifications for testing vehicles and engines. Subpart F of 
this part describes how to apply part 86 or 1065 of this chapter to show 
you meet the emission standards in this part.
    (b) Part 1068 of this chapter describes general provisions, 
including these seven areas:
    (1) Prohibited actions and penalties for manufacturers and others.
    (2) Rebuilding and other aftermarket changes.
    (3) Exemptions and exclusions for certain vehicles and engines.
    (4) Importing vehicles and engines.
