Sec. 35.104  Components of a complete application.

    A complete application for an environmental program must:
    (a) Meet the requirements in 40 CFR part 31, subpart B;
    (b) Include a proposed work plan (Sec. 35.107); and
    (c) Specify the environmental program and the amount of funds 
requested.
