When acquiring leasehold interests in buildings to be constructed for Federal Government use, executive agencies must: (a) Establish detailed building specifications before agreeing to a contract that will result in the construction of a building; (b) Use competitive procedures; (c) Inspect every building during construction to ensure that the building complies with the Government's specifications; (d) Evaluate every building after completion of construction to determine that the building complies with the Government's specifications; and (e) Ensure that any contract that will result in the construction of a building contains provisions permitting the Government to reduce the rent during any period when the building does not comply with the Government's specifications.
