(a) If the plan includes services in public institutions for mental diseases, the agency must show that the State is making satisfactory progress in developing and implementing a comprehensive mental health program. (b) The program must-- (1) Cover all ages; (2) Use mental health and public welfare resources; including-- (i) Community mental health centers; (ii) Nursing homes; and (iii) Other alternatives to public institutional care; and (3) Include joint planning with State authorities. (c) The agency must submit annual progress reports within 3 months after the end of each fiscal year in which Medicaid is provided under this subpart.
