Sec. 197.208  Designation of person-in-charge.

    (a) The owner or agent of a vessel or facility without a designated 
master shall designate, in writing, an individual to be the person-in-
charge of the vessel or facility.
    (b) Where a master is designated, the master is the person-in-
charge.
