Strategies and priority needs must be described in the consolidated plan in accordance with the provisions of Sec. 91.215 for the entire consortium. The consortium is not required to submit a nonhousing Community Development Plan; however, if the consortium includes CDBG entitlement communities, the consolidated plan must include the nonhousing Community Development Plans of the CDBG entitlement community members of the consortium. The consortium must set forth its priorities for allocating housing (including CDBG and ESG, where applicable) resources geographically within the consortium, describing how the consolidated plan will address the needs identified (in accordance with Sec. 91.405), describing the reasons for the consortium's allocation priorities, and [[Page 580]] identifying any obstacles there are to addressing underserved needs.
