    HUD actions to approve or deny proposed HOPE VI revitalization plans 
must be consistent with the requirements of this subpart. Developments 
with HOPE VI revitalization grants, but without approved HOPE VI 
revitalization plans, are fully subject to required conversion standards 
under this subpart.
