Educational institutions are not required to make available to students the following materials: (a) Financial records of the parents of the student or any information contained in those records. (b) Confidential letters and statements of recommendations, which were placed in any student's record prior to January 1, 1975, and which are not used for purposes other than those for which they were specifically intended. (c) Those records listed in Sec. 43.2(e) which are exempt from the definition of student records.
