Sec. 966.6  Handler.

    Handler is synonymous with shipper and means any person (except a 
common or contract carrier transporting tomatoes for another person) 
who, as owner, agent, or otherwise, handles fresh tomatoes or causes 
fresh tomatoes to be handled.
