Sec. 1642.5  Impartiality.

    (a) Boards shall consider all questions in a claim for 
classification in Class 3-A with equal consideration of race, creed, 
color, sex or ethnic background.
    (b) Boards may not give precedence to one type of dependency 
hardship over another.
