The authority to intervene during civil disturbances and to provide disaster assistance is bound by directives issued by competent authorities. States must request federal military [[Page 74]] intervention or aid directly from the President of the United States by the state's legislature or executive. Installation commanders must immediately report these requests in accordance with AFI 10-802, Military Support to Civil Authorities (Available from National Technical Information Service, 5285 Port Royal Road, Springfield, VA 22161.).
