Sec. 887.3  Persons authorized CILs.

    CILs may be issued only to:
    (a) A service member whose character of service was honorable or 
under honorable conditions.
    (b) A surviving spouse.
    (c) A guardian, when a duly certified or otherwise authenticated 
copy of the court order of appointment is sent with the application.
