For a motor vehicle owned or leased by the Government that is regularly based or operated outside the District of Columbia and displaying U.S. Government license plates and motor vehicle identification, you need not register it in a State, Commonwealth, territory or possession of the United States. Motor vehicles exempted under Sec. 102-34.180, Sec. 102-34.195, or Sec. 102-34.200 must be registered and inspected in accordance with the laws of the State, [[Page 76]] Commonwealth, territory or possession of the United States where the motor vehicle is regularly operated.
