GSA employees may not disclose any record to a person or another agency without the express written consent of the subject individual unless the disclosure is: (a) To GSA officials or employees who need the information to perform their official duties; (b) Required by the Freedom of Information Act; (c) For a routine use identified in the Federal Register; (d) For Bureau of the Census use under Title 13 of the United States Code; (e) To someone who has assured GSA in writing that the record is to be used solely for statistical research or reporting, and if it does not identify an individual; (f) To the National Archives of the United States as a record that has historical or other value warranting permanent retention; (g) To another agency or instrumentality under the jurisdiction or control of the United States for a civil or criminal law enforcement activity, if the head of the agency or instrumentality or the designated representative has made a written request to GSA specifying the part needed and the law enforcement agency seeking it; (h) To a person showing compelling circumstances affecting someone's health and safety not necessarily the subject individual (Upon disclosure, a notification must be sent to the subject individual's last known address); (i) To either House of Congress or to a committee or subcommittee (joint or of either House), to the extent that the matter falls within its jurisdiction; (j) To the Comptroller General or an authorized representative while performing the duties of the General Accounting Office; (k) Under an order of a court of competent jurisdiction; or (l) To a consumer reporting agency under section 3(d) of the Federal [[Page 464]] Claims Collection Act of 1966 (31 U.S.C. 3711(f)(1)).
