The purpose of this subpart is to prescribe the policies and procedures to be followed in implementing those sections of Public Law [[Page 418]] 93-288, as amended, delegated to the Director, Federal Emergency Management Agency (FEMA). The rules in this subpart apply to major disasters and emergencies declared by the President on or after November 23, 1988, the date of enactment of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (b) Prior regulations.
