Except as otherwise stated when used in the regulations of this part, the meaning of the listed terms are as follows: (a) Insular areas. The Virgin Islands, Guam, American Samoa, and the Government of the Northern Mariana Islands. (b) Consolidated grant. A grant by FEMA to any insular area through an allocation which combines funds for the State and local management program and the State and local maintenance and services program for a single Federal fiscal year. (c) FEMA guidance material.
