A person who has not been subpoenaed and who has not been afforded an opportunity to appear pursuant to Sec. 702.6 may be permitted, in the discretion of the Commission, to make an oral or written statement at a public session of a hearing. Such person may be questioned to the same extent and in the same manner as other witnesses before the Commission.
