The Commissioner of Customs may authorize the cancellation of any bond [[Page 550]] provided for in this part or any charge that may have been made against the bond, in the event of a breach of any condition of the bond, upon payment of a lesser amount or penalty or upon such other terms and conditions as may be deemed sufficient.
