Sec.  1000.6  What is the nature of the IHBG program?



    The IHBG program is formula driven whereby eligible recipients of 

funding

receive an equitable share of appropriations made by the Congress, based 

upon formula components specified under subpart D of this part. IHBG 

recipients must have the administrative capacity to undertake the 

affordable housing activities proposed, including the systems of 

internal control necessary to administer these activities effectively 

without fraud, waste, or mismanagement.
