    (b) Discharge Review Standards are prescribed in Sec.  70.9 and 

constitute the basic guidelines for the determination whether to grant 

or deny relief in a discharge review.

    (c) Complaint Procedures about decisional documents are prescribed 

in Sec.  70.10.
