    Decisions as to the issuance, denial, or imposition of conditions on 

general, special, emergency, interim and research permits under section 

102 of the Act will be made by application of the criteria of parts 227 

and 228. Final action on any application for a permit will, to the 

extent practicable, be taken within 180 days from the date a complete 

application is filed.
