    The application and any required reports must be signed by the 

person who

desires to undertake the proposed activity or by that person's duly 

authorized agent if accompanied by a statement by that person 

designating the agent. In either case, the signature of the applicant or 

the agent will be understood to be an affirmation that he possesses or 

represents the person who possesses the requisite property interest to 

undertake the activity proposed in the application.
