As used in this subpart, the term: (a) Advisory committee means any committee, council, or board established or utilized for purposes of obtaining advice or recommendations. (b) Secretary means Secretary of the Interior. (c) Director means the Director of the Bureau of Land Management. (d) Designated Federal officer means the Federal officer or employee designated by an advisory committee charter who approves meeting agendas and attends all meetings of the committee and its subcommittees, if any. (e) Public lands means any lands and interest in lands owned by the United States administered by the Secretary of the Interior through the Bureau of Land Management, except: (1) Lands located on the Outer Continental Shelf; and (2) Lands held for the benefit of Indians, Aleuts, and Eskimos.
