Sec.  1720.1  Scope of rules in this subpart.


    The rules in this subpart apply to and govern procedures for the 
promulgation of rules and regulations under the Act. The rules in this 
subpart do not

apply to interpretative rules, general statements of policy, rules of 
organization procedure or practice or in any situation in which the 
Secretary for good cause finds (and incorporates the findings and brief 
statement of the reasons therefor in the rules issued) that notice and 
public procedure thereon are impracticable, unnecessary or contrary to 
the public interest.
