It shall be the policy of the Board to carry out an effective, continuous, and coordinated program of research, development, advertising, and promotion in order to: (a) Strengthen watermelons' competitive position in the marketplace, [[Page 103]] (b) Maintain and expand existing domestic and foreign markets, and (c) Develop new or improved markets. It shall be the objective of the Board to carry out programs and projects which will provide maximum benefit to the watermelon industry.
