PART 273_CARRIER RESPONSIBILITIES AT FOREIGN PORTS OF EMBARKATION;
 
Sec.  273.2  Definition.

    As used in this part, the term Carrier means an individual or 
organization engaged in transporting passengers or goods for hire to the 
United States.
