    Each application must address the minimum components of a statewide 
system of coordinated, comprehensive, multidisciplinary, interagency 
programs providing appropriate early

intervention services to all infants and toddlers with disabilities and 
their families, including Indian infants and toddlers with disabilities 
and their families residing on a reservation geographically located in 
the State. The minimum components of a statewide system are described in 
Sec.   Sec.  303.161 through 303.176.
