The following are prohibited: (a) Removing or attempting to remove a wild free-roaming horse or burro from the National Forest System unless authorized by law or regulation. (b) Causing or allowing the inhumane treatment or harassment of a wild free-roaming horse or burro. [[Page 324]] (c) Removing or attempting to remove, alter or destroy any official mark used to identify a wild horse or burro or its remains unless authorized or permitted by law or regulation.
