    The provisions of this subpart H are applicable to discharges from 
(a) mines that produce vanadium ore (recovered alone and not as a by-
product of uranium mining and mills) and (b) mills that process vanadium 
ore (recovered alone, not as a byproduct of uranium mining and mills).
