(a) Examinations for entrance into the competitive service shall be open competitive, except that OPM may authorize noncompetitive examinations when sufficient competent persons do not compete. (b) An examination for promotion, demotion, reassignment, transfer, or reinstatement may be a noncompetitive examination.
