Sec. 1230.54  Appointment.

    From the nominations submitted pursuant to Sec. 1230.39(d), the 
Secretary shall appoint 15 producers or importers as members of the 
Board, but in no event shall the Secretary appoint producer members 
representing fewer than 12 States.
