(a) Review of comments. Before adopting its application, and before the adoption of a new or revised policy not in the application, the lead agency shall-- (1) Review and consider all public comments; and (2) Make any modifications it deems necessary in the application or policy. (b) Submission to the Sec. etary. In submitting the State's application or policy to the Sec. etary, the lead agency shall include copies of news releases, advertisements, and announcements used to provide notice to the general public, including individuals with disabilities and parents of infants and toddlers with disabilities.
